CTC project – Report on Terrorist financing threats and trends

The presented report was prepared and published by CTC project. As such it discusses the emerging threats and trends of terrorist financing (TF) in relation to new technologies, such as cryptocurrencies, new payment systems, obfuscation methods, and social media. The document is based on the review of various sources of intelligence, such as public and private sector reports, academic literature, media articles, and EU legislation. It covers the following topics:

  • The most relevant TF threats, including traditional and new payment systems, obfuscation techniques, and internet-based communication platforms and social media.
  • The TF trends associated with emerging threats, such as the use of crypto assets, new payments systems, obfuscation methods, and social media and other internet-based communication technologies by terrorist organizations.
  • The international and European legal regime that has emerged to combat TF activities that focus on emerging technologies, such as the proposed AI regulation, the coordinated plan on AI, the digital strategy, the data strategy, and the ethical guidelines for trustworthy AI.
  • The policy implications that can be derived from the analysis conducted so far, such as the need to strengthen the cooperation and coordination among CTF stakeholders, to improve the monitoring and analysis of financial transactions through new technologies, and to address the challenges and opportunities of implementing the EU framework on AI.
