NOTIONES Conference in Lille, France marks five years of European security cooperation

The NOTIONES Conference, held on 2 April 2026 at the Lille Grand Palais in France, marked a major milestone of a five‑year Horizon 2020 project dedicated to strengthening cooperation between security and intelligence practitioners, academia, and industry across Europe. The event brought together experts from military, civil, financial, judiciary, and law enforcement authorities to reflect on the project’s achievements and explore how emerging technologies are reshaping the security landscape.

The conference opened with welcoming remarks from Dr Linda Hart (Laurea UAS) and Olatz Ibañez (Tecnalia), followed by a keynote from Veli‑Pekka Kivimäki of the Finnish Security and Intelligence Service, who addressed the growing impact of technological change on national security. Research presentations highlighted new training and education approaches for law enforcement agencies, including insights from Ukraine shared by Dr Oksana Tsukan and Dr Nataliia Rastorhuieva.

Throughout the day, practitioners and innovators showcased concrete applications of emerging technologies, such as the ENACT project, RAG‑based language technologies, and initiatives to counter terrorist content online. A dedicated session on NOTIONES results provided an overview of the project’s work on monitoring emerging technologies, analysing risks such as AI misuse and CBRN‑E threats, and building a sustainable practitioner network.

The conference concluded with a joint discussion on the project’s findings and a closing toast celebrating the collaboration and commitment of all partners. Bringing together research, operational expertise, and innovation, the  NOTIONES event underscored the importance of cross‑border cooperation and knowledge exchange in strengthening Europe’s security and resilience.
